SB 96 & AB 106 : EV charging technical corrections

Bill Description

Electric vehicles help save consumers money at the pump and reduce air pollution. SB 96 & AB 106 are necessary technical fixes to last year's Act 121 & Act 122 to clarify that all levels of chargers are exempt from the 3c/kwh tax that are at a residence. It also clarifies the process for charger owner operators that need to register for the tax.

Current Status

SB 96 was introduced on Mar. 7, 2025, and referred to the Senate Committee on Utilities and Tourism. A public hearing was held on Apr. 30, 2025, and the bill passed out of committee on May 6, 2025. The bill passed the Senate on May 15, 2025.

AB 106 was introduced on Mar. 11, 2025, and referred to the Assembly Committee on Energy and Utilities. It received a public hearing on Oct. 15, 2025, and passed out of committee on Nov. 20, 2025. SB 96 passed the Assembly on Jan. 16, 2026.
