AB 992 & SB 979 : Ignoring the benefits of health-based standards

Bill Description

2017 Wisconsin Act 57, commonly referred to as the REINS Act, makes it more difficult to protect public health by requiring explicit legislative authorization for any administrative rule that will exceed $10 million in compliance costs, without giving any consideration to the economic benefits. AB 992 & SB 979 make the REINS Act worse, by lowering the threshold to $4 million.

AB 992 was introduced on Jan. 30, 2026, and referred to the Assembly Committee on State Affairs. It is available to be scheduled for a public hearing.

SB 979 was introduced on Feb. 6, 2026, and referred to the Senate Committee on Licensing, Regulatory Reform, State and Federal Affairs. It is available to be scheduled for a public hearing.
