AB 88 & SB 94 : Outlawing protected protest

Bill Description

The right to protest is central to the ability to advocate for a world where every person can breathe clean air, drink safe water, and protect the lands we love. AB 88 & SB 94 would create a vague definition of “riot” that could penalize whole groups of people for the actions of a few. AB 88 & SB 94 leave too many questions of legality up to interpretation by police under rapidly changing conditions.


Current Status

AB 88 was introduced on Feb. 28, 2025, and referred to the Assembly Committee on Judiciary. A public hearing was held on May 7, 2025.

SB 94 was introduced on Mar. 7, 2025, and referred to the Senate Committee on Judiciary and Public Safety. It received a public hearing on Apr. 1, 2025, passed out of committee on June 5, 2025, and passed the Senate on June 18, 2025.
