Bill Description
To protect Wisconsinites from PFAS contamination, we need to support remediation in both our public and private water infrastructure. AB 130 & AB 131 create a new community grant program for public water infrastructure, and fund relief for private well owners through the well compensation grant program.
While AB 130 & AB 131 initially included a dangerously broad exemption to Wisconsin’s spills law and didn't guarantee any money would ever be distributed to impacted communities, those concerns were addressed via Assembly adoption of Substitute Amendment 2 on Feb. 19, 2026.
Current Status
AB 130 & AB 131 were introduced on Mar. 13, 2025, and referred to the Assembly Committee on Environment. A public hearing was held on Jan. 21, 2026, and the bills passed out of committee on Feb. 18, 2026. The Assembly adopted Substitute Amendment 2 and passed the bills on Feb. 19, 2026.
SB 127 & SB 128 are AB 130 & AB 131's Senate counterparts. They were introduced on Mar. 14, 2025, and referred to the Senate Committee on Natural Resources, Veteran and Military Affairs. A public hearing was held on Oct. 7, 2026. The Senate Natural Resources, Veteran and Military Affairs committee passed AB 130 & 131 on Mar. 5, 2026. The Senate passed AB 130 & 131 on Mar. 17, 2026.
