Efficiency Navigator through Sustain Dane and Elevate: The Efficiency Navigator program helps small to medium-sized multifamily housing become more efficient, affordable, and resilient. The program offers complimentary building efficiency assessments to identify energy, water, and solar opportunities and gives owners step-by-step technical support to navigate efficiency programs, incentives, and contractors. This program is eligible to renter-occupied buildings with rents affordable to residents at or below 80% AMI.
Be the first to take advantage of the Home Energy Rebate Programs through Focus on Energy
Thanks to President Biden’s Affordable Clean Energy Plan, Wisconsinites can receive $149 million for Home Energy Rebates! The Home Efficiency Rebate (HOMES) and the Home Electrification and Appliance Rebate (HEAR) Programs will launch in the second half of 2024. Rebates are available for low and moderate income households.
Home Efficiency Rebate (HOMES) Program will provide upfront rebates up to $8,000 for whole-home, performance based energy efficiency improvements. A home energy assessment is required for this program, so make sure you schedule one today!
Home Electrification and Appliance (HEAR) Program will provide upfront rebates up to $14,000 for:
- Heat pump water heaters, space heaters, and clothes dryers
- Electric stoves, cooktops, ranges, ovens
- Electrical panels and wiring
- Insulation, air sealing, and ventilation

Benefits available for City of Madison and Dane County
Help navigating the IRA
The Dane County Office of Energy & Climate Change helps individuals, nonprofits, and businesses understand and leverage IRA opportunities.
MadiSUN - managed by RENEW Wisconsin (open to anyone)
MadiSUN is the City of Madison’s initiative to expand solar energy. MadiSUN’s group purchase program brings together households from across Dane County and uses their collective buying power to get a great deal on rooftop solar. Participants are eligible for incentives and financing to lower their costs. Learn more.
Home repair grants and interest-free loans
Homeowners with low and moderate incomes throughout the City of Madison and Dane County can take advantage of grants for minor home repairs and interest-free deferred loans for major home repairs and no-cost weatherization programs through Project Home, Movin’ Out, and Habitat for Humanity of Dane County. Home Water Conservation Program – Water Utility (open to anyone)
Project Home and Madison Water Utility have teamed up to create the first water conservation program in Wisconsin aimed at helping low-to-moderate income homeowners reduce water waste, increase efficiency and save money on their water bills. The Home Water Conservation Program will focus on installing high-efficiency toilets, fixing plumbing leaks, installing water saving devices all of which can thousands of gallons of water a year. MadCap – Water Utility (only available to low-income households, at or below 50% AMI)
City of Madison's Customer Assistance Program (MadCAP) assists lower-income customers with credits, or discounts, to their Municipal Services bill. Eligible households will receive either a $20 or $30 monthly bill credit or discount. Learn more.
Assistance with energy costs
Wisconsin Home Energy Assistance Program via Energy Services, Inc. (esiwi.com) can provide income-eligible households with energy assistance (one-time payment toward utilities) and other programs. Dane County residents can apply by calling 608‑333‑0333 or filling out the online form.
After approved for Energy Assistance, households can qualify for two free services:
- Weatherization assistance via Project Home that provides air sealing and insulating attics, insulating exterior walls, reducing air leakage around windows and doors, repairing or replacing inefficient furnaces, and replacing inefficient refrigerators or freezers.
- Furnace assistance helps qualifying renters facing no-heat situations. If you qualify for Energy Assistance and your furnace has stopped working, contact Energy Services Inc.
